FilmOntario was pleased to make submissions to the Ministry of Finance and the Standing Committee on Finance and Economic Affairs as part of the 2026 Ontario Budget Consultation process. The underlying theme of this year’s submission was protecting the government’s investment in the Ontario Film and Television sector. We took into account the current global and national film and television environment, and put forward ideas that we feel will shore up Ontario’s competitive position in the sector.

The FilmOntario submission made three main requests:

  1. Increase the base rate in the Ontario Film and Television Tax Credit (OFTTC) to 40% and the Ontario Production Services Tax Credit (OPSTC) to 25% in order to meet the demands of an increasingly competitive business environment for film and television production.
  2. Invest an additional $26 million to be directed toward the creation of linear content in the Ontario Creates Intellectual Property (IP) Fund in order to support the growth, and global competitiveness of Ontario-owned production companies.
  3. Make the Ontario Computer Animation and Special Effects (OCASE) tax credit a producer-claimable credit in order to reduce red tape and improve Ontario’s competitive position.

In addition to participating in the formal consultation process, we are also sharing our Budget 2026 ideas in meetings with MPPs and political staff from all parties. We look forward to working with all of our partners to make sure that Ontario continues to be the best place in the world for film and television production.
